Health Center Development & Expansion

Iowa PCA provides assistance to communities that are considering health center opportunities, as well as to existing health centers to expand their ability to provide quality, affordable health care services.

Community development services provided by Iowa PCA include:

  •  Information about community health centers;

  • Assistance in determining if a CHC is an appropriate solution to address a community’s health care needs;

  • Assistance to communities to develop and implement a strategy for developing a HRSA New Access Point application; and

  • Ongoing technical assistance after a New Access Point funding award is made.

Community health center designations are awarded by the U.S. Department of Health and Human Services, Bureau of Primary Health Care (BPHC). To receive this designation, several requirements as outlined by the BPHC must be met, including:

  • Be located in or serve a high need community (designated Medically Underserved Area or Population). Find MUAs and MUPs

  • Be governed by a community board composed of a majority (51% or more) of health center patients who represent the population served. More about health center governance

  • Provide comprehensive primary health care services as well as supportive services (education, translation and transportation, etc.) that promote access to health care.

  • Provide services available to all with fees adjusted based on ability to pay.

  • Meet other performance and accountability requirements regarding administrative, clinical, and financial operations.

Statewide Strategic Growth Plan
With passage of the Affordable Care Act (ACA) in March 2010, $9.5 billion in operational resources will be available through 2015 for New Access Points and for existing health centers to expand access to medical, oral health, behavioral health, and pharmacy services. This investment will double the number of health center patients across the country from 20 million to 40 million. To prepare for this expansion, the Iowa PCA developed a five-year strategic growth plan to guide community development efforts in the coming years.
